The President is developing a habit of minimizing, and even denying, the efforts of Republicans to solve the nation's problems. Every chance they get, it seems, the Republicans talk about their ideas for solving problems like high unemployment, sluggish economic growth, health care coverage gaps, energy dependency, and so on. (See, for example, "A Roadmap for America's Future.") Every chance they get, Democrats complain about the lack of cooperation from Republicans, "the party of No!" The President seems to be leading the pack in these denials, but he is followed closely by Speaker Pelosi, and even by Senator Reid. When they all get together, the mantra becomes a choral refrain.
