One of the truisms in the political and military power business is, "If the technology exists, it will be used." The forces unleashed by increasing technological power tend to reduce the stability of governments and make democracies, in the areas where they still exist, increasingly fragile. Eventually, every country acts like a banana republic. (Then again, maybe I'm just being influenced by an Internet ad from LowerMyBills.com on the Fox News web site.)
